How do you make or where do you find another icon like this one?

I’m wondering with what program you can make an icon like that one, or if anyone has seen a similiar one. Thanks.
Are you talking about that animated picture?
Animated pictures on the internet are usually GIF files. These animated pictures can only have 256 different colors, and you shouldn’t put too many slides in the GIF file, or else the file will be too big. What you need is a GIF ANIMATOR program. I typed in FREE GIF ANIMATOR in Google, and I got a bunch of links. They’re very good softwares. I am not going to install all of them on my computer and tell you which one is the best, because that would take too much time. I’ll let you experiment… 
To create an animated Gif file, you first create the slides and save each slide in a different file but in the same folder. Then, you open your gif animator program which you downloaded from the web, and then you figure out how to merge the slides into one file. There are expensive programs that can do this, but I believe you don’t need those. You can get a free software to do this. It’s really easy. I have done this in the past (long time ago). I don’t remember how and what software I used.
